Community Values Questionnaire

The City Council undertook a public process to prioritize the 11 facilities projects identified in the 2022 Citywide Facilities Strategy. Because of staff and funding resource constraints at the time, it was not possible to move forward on all 11 projects at once. The Council weighed a variety of factors, including input from the community on this topic, to assist with their deliberations.

The City circulated a short questionnaire that asked community members to rank value statements associated with the various deficiencies identified in the facilities assessment (i.e., gender inequity, energy inefficiency, security inadequacies). In April 2022, the City distributed the questionnaire via multiple outlets, asking respondents to indicate the values that most resonated with them.

The results of the questionnaire indicated that for the general public the top four values were:

  • Energy efficiency
  • Green building practices
  • Resiliency
  • Safety for public/staff

At Council's direction, the City also circulated a targeted questionnaire among City staff, who were identified as the primary users of these facilties. Among staff respondents, the top four values were:

  • Staff retention/recruitment
  • Safety for public/staff
  • Employee health
  • Long-term operations

The results from these questionnaires informed the Council's later discussions about prioritizing various facilities projects.
